Patentcenter mishandles diacritical marks in PTO Form AIA 14

One of our listserv members reports:

Patentcenter does a very poor job with diacritical marks. Alpha testers of Patentcenter have been reporting this problem for over a year now and it has not been fixed.

There is not merely some single way that Patentcenter does poorly with diacritical marks. There are multiple lapses in design and implementation quality. I will detail them one by one.

PatentCenter character set differs from EFS

In the web-based issue fee payment form (85B), EFS-Web permits use of an umlaut in the city name for the assignee. But Patentcenter pukes on an umlaut in the city name. Patentcenter needs to be corrected so that it permits use of the same character set that EFS-Web permits.

Larger character limit than 50 characters for fillable fields

When filling in any fillable fields in Patent Center's web-based forms, there is a 50 character limit. Some of the companies for which I file applications have company name lengths longer than 50 characters, so I cannot use many of the web fillable forms (ADS, Issue Fee payment forms, etc.) any time I would have to type the company name into these online forms, for example as the Applicant name, or assignee name.
