Acceptance/Rejection of AIA Compliant Declarations

Currently, it seems there is only a Notice issued if no Declaration is submitted, or if the Declaration is not proper. 1) We have received a lot of these Notices when a Declaration HAS been proper, just not the supplied USPTO form. 2) There is no indication on the Notice whether a Declaration is faulty or missing entirely, which would be much more helpful. Payment of Issue Fee after Failure of Financial Manager

Sometimes, and frequently enough to warrant this comment, the Financial Manager payment system does not work at the exact moment you are submitting an issue fee payment. Unfortunately, the system often goes down temporarily and without notice (so the user has no idea that the system is not working) or there is some glitch with the browser being used such that the end result is that the payment system does not work.... more »

(Re-)Fix eFiling receipts

For a long time, EFS eFiling receipts left the "Deposit Account" and "Authorized User" fields blank, even when fees were paid by Deposit Account. This was fixed at some point in the last few years, but seems to have broken again. Please fix this.

Remove POA Requirement to Change Fee Address

This is related to "Recognize POA in Issued Patent to Allow for Withdrawal." A practitioner will periodically need to update the Fee Address where the practitioner does not have Power of Attorney (POA). If a practitioner has access to the record via the Correspondence Address, the Office should allow such practitioner to update the Fee Address. Please correct me if I am wrong ... Provide proof copy of claims or patent before issuance

In order to help improve patent quality it would be helpful if the USPTO could provide a pre-publication or "proof" copy of the patent or the final claims before the patent issues and allow the applicant to check it via PAIR and submit corrections via EFS. Since this procedure might delay issuance (i.e. to allow time for response and corrections), it could be an optional opt. in procedure.

Users must access Financial Manager to add new personnel to their stored payment methods. When a user first logs into Financial Manager, they should have an opportunity to collapse various notifications so that toggling between payment methods eliminates the substantial space taken up by the notifications. Enable applicants to identify related applications for purposes of IDS considerations. By simply checking a box, Examiners would then have the IDS submissions in related cases presented for their consideration and initialing without requiring applicants to complete duplicate IDS forms.

Equip USPTO customer service representatives at the Electronic Business Center, the Applications Assistance Unit, the Office of Petitions with the ability to both understand and answer the questions practitioners are asking when calling in. Petition to Withdraw - Optional Correspondence Address Change

It would be nice to have the ePetition for Withdrawal as Attorney to mirror PTO/AIA/83 by only taking correspondence address information if it needs to be changed to the applicant/inventor. Form 83 doesn't require the practitioner to enter new correspondence information unless there needs to be a change to what is already present.
