Pre-exam policies and procedures should be public

Most of the internal pre-examination procedures are opaque outside of the USPTO. It would be very help to have, in writing, on the USPTO website the exact internal procedures used to evaluate whether a Power of Attorney form, drawings, application data sheet, etc. are compliant. This would help reduce errors and ultimately reduce USPTO staff work load.

Need far more material on equations in .docx filing

It appears the only information on acceptable equation formats is in "Quick_Start_Guide_DOCX_Intake.docx", as an off-hand reference to "Unsupported OLE Objects", which states: "(Supported OLE Objects include Visio.Drawing.11, Equation.DSMT4, ACD.ChemSketch.20, ChemDraw.Document.6.0, Equation.3)" The one used with most versions of MS Word is "Equation.3". Patent Center Beta Release

Patent Center is Slower than Private PAIR

Please look into the speed issue with Patent Center. For the past few weeks Patent Center has been performing much slower than Private PAIR (when PAIR is operating).

 

Users will be slow to accept and adopt Patent Center if users do not see improvement with speed and access.

Patent Holder Information

When accessing maintenance fee information, the Patent Holder Information is actually the information for the Fee Address. While I understand much of the public may not identify with "Fee Address," labeling this as the "Patent Holder" isn't appropriate either. Patent Maintenance Fees Storefront - Next Record and More

Please add a quick link or button to access the next record in the Patent Maintenance Fees Storefront when you perform a bulk look-up. Currently the user has to use the breadcrumb link to return to the Lookup Results before selecting another item. It would be more efficient to simply move forward and backward to the next record. Financial Manager Notifications

Notifications relating to payment method status should only be sent to administrators. In large firms such as ours, we have many fee payers who need not be involved in managing payment methods. As such, any user who is not designated as an administrator should not receive administrative like communications. Deposit account status is not distributed to all users, only administrators. Change 37 CFR 1.55(f) Requirement for Certified Copy

The rules specify at 37 CFR 1.55(f) the deadlines for filing a certified copy of the priority document. Failure to file a certified copy results in loss of priority benefits. Related rules specify requirements for a Petition to accept late filing of a certified copy of the priority document. There is no statutory requirement for a certified copy of the priority document. Data Format Consistency

The format used for application numbers, dates and patent documents are inconsistent in PAIR, assignments, EFS, etc.. All areas of the office should utilize the same format for this data, or the software should be modernized to accept all of the common formats. e.g., 14/999,999 and 14999999 or

2015-01-23 and 1/23/2015 and 01/23/2015 etc.

"This document contains multiple application parts" errors

In a trial ".docx" filing of a pair of patent applications, we received several instances of the above "This document contains multiple application parts" error, flagged as a fatal error, all for the Specification part. (The Claims and Abstract sections were apparently acceptable.) Needless to say, we eventually filed both of these .pdf. I suggest modifying the first page of PTO communications to include the title of the invention. This can help attorneys and agents quickly and easily remember the nature of the invention in question, and also makes for easy reference in filling out PTO forms that include a space for the title.
