The USPTO should publish and grant patents with the drawings in color. This would certainly promote the spirit of 35 USC 113. Other patent offices, such as Korea, accept and publish color drawings.
Drawings currently submitted under EFS that don't have a monochromatic palette (i.e. pure black and pure white) end up getting a grayscale screen that distorts the drawing. This problem has been discussed many times on Carl Oppedahl's EFS mailing list.
